A guest lecture was held at the Academy of Justice Deputy Chairman of the Senate of the Parliament of the Republic of Kazakhstan Asanov Zhakyp Kazhmanovich.

On March 13, 2024, Deputy Chairman of the Senate of the Parliament of the Republic of Kazakhstan Zhakyp Kazhmanovich Asanov, despite a busy work schedule and a lot of current affairs in the legislative sphere, showed good will to hold a meeting with undergraduates of the Academy of Justice and give them a guest lecture.

Zh.K. Asanov is one of the prominent statesmen who have made a significant contribution to the development and improvement judicial and law enforcement systems of Kazakhstan.

Zhakip Kazhmanovich began his career as an intern at the Kyzylorda Regional Bar Association. Since 1986, he has completed all stages of career growth in the prosecutor's office from the position of Senior Assistant Prosecutor of the city of Kyzylorda to the Prosecutor General of the Republic of Kazakhstan in 2016. In various years, he held responsible positions in government agencies – Vice Minister of Justice, deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan.

From 2017 to 2022, he was the Chairman of the Supreme Court of the Republic of Kazakhstan. Over the years of his work in this position, Zhakip Kazhmanovich has made a huge contribution to improving the quality of the judicial system, being one of the initiators and conductors of judicial and legal reform in Kazakhstan.

The purpose of the guest lecture was to introduce future judges to a national personality in the person of J.K. Asanov, his rich life and work experience.

During the meeting with the undergraduates, the lecturer spoke in detail about the work he had done as Chairman of the Supreme Court. As the lecturer noted, the dictates of the new age required fundamental changes in the work of the courts in order to improve the quality of the administration of justice and increase public confidence in the judicial system, highlighting the difficulties encountered, ways to overcome them and the results obtained. In the course of his judicial reform, special attention was paid to ensuring the rule of law, high-quality selection of judges, improving court service, introducing electronic court proceedings, eliminating unnecessary bureaucracy, alternative dispute resolution methods, increasing salaries and social conditions of judges, etc.

Summing up the main results of the judicial reform, he outlined a number of areas that require further implementations.

n his lecture, Zhakip Kazhmanovich focused the attention of undergraduates on the key role of the judge in the conditions of building a rule of law state and civil society. In his opinion, a professional judge should know three languages – judicial acts, reconciliation and "figures".

The lecture was held in the format of an open conversation, presentation slides were discussed in the form of a dialogue, while undergraduates shared their opinions on the topic under discussion. The lecturer perfectly controlled the attention of the audience and gave full and detailed answers to all the questions that interested the undergraduates.

For future judges, the lecture became another opportunity to come into close contact with the world of their future professional activities, since, in addition to new information, a guest lecture is always a new experience and an incentive for self–improvement.

The meeting was held in a businesslike and friendly atmosphere, at the end of which the rector of the Academy Z.H. Baymoldina and undergraduates thanked Zhakyp Kazhmanovich for a very useful, informative and interesting lecture.
